“Youth Creative Studios Ordinance of Baguio City” proposed by UB students at the BaguioYouth Parliament (BYP) 2025

The University of Baguio (UB) once again demonstrated the leadership and creativity of its students as five UBians were recognized during the Baguio Youth Parliament 2025, held on August 15–16, 2025, at Olive Town Center and Hotel. The annual gathering serves as a dynamic platform for the youth of Baguio City to voice their concerns, engage in meaningful dialogue, and propose ordinances that directly address the needs of the community.

Among the many proposals presented, UB students stood out through their ordinance entitled “Youth Creative Studios Ordinance of Baguio City,” which was filed under the Committee on Active Citizenship. The proponents of the ordinance were Jazrine Yhvone D. Nartates (BS Nursing), Giovanni M. Ballog (BS Criminology), Justine Collantes (Senior High School), Lynel Odasco (Senior High School), and Zariyah Pangandaman (Junior High School). The ordinance seeks to establish Youth Creative Studios in strategic locations across the city, designed to provide safe and inspiring spaces where young people can freely explore their talents and passions. These studios aim to nurture artistic expression, encourage innovation, and promote the holistic development of Baguio’s youth. More importantly, the ordinance also includes the appropriation of funds to ensure the accessibility and sustainability of these hubs, turning them into long-term investments in the future of young people.

The proposal reflects not only the creativity of UB students but also their awareness of the pressing need for more inclusive spaces for the youth of Baguio. With the city recognized as a UNESCO Creative City, the ordinance strongly aligns with Baguio’s vision of fostering culture, arts, and innovation as essential drivers of community development. The Baguio Youth Parliament continues to be a platform that empowers the youth sector to actively participate in governance, equipping them with experiences that strengthen leadership and civic involvement. The participation of UB students this year exemplifies how young leaders from the University of Baguio are stepping forward to take part in shaping policies that will directly benefit their fellow youth.

The recognition of UB students at the Baguio Youth Parliament 2025 highlights the university’s mission of developing responsible citizens who embody both excellence and service. By proposing the Youth Creative Studios Ordinance of Baguio City, the UBians not only showcased their creativity but also their commitment to ensuring that the voices of the youth are represented in building a better future for Baguio.
